Major Drug Seizures and Arrests in Multiple Investigations

An investigation launched by the Windsor Police Service has resulted in one of the most significant drug seizures in a single investigation in the province, Ontario Provincial Police (OPP) said. The probe grew to involve multiple agencies on both sides of the Canada-U.S. border and led to the seizure of nearly 1.7 tonnes of drugs, including suspected cocaine, methamphetamine and opium, with an estimated street value of more than $139 million. Twenty-one individuals have been charged with 102 offences contrary to the Criminal Code and the Controlled Drugs and Substances Act; 19 were arrested and two remain outstanding.

The Windsor Police Service launched the investigation in January 2025. It gradually grew to involve OPP, the Canada Border Services Agency, U.S. Homeland Security Investigations and the U.S. Drug Enforcement Administration, with the Toronto Police Service and Peel Regional Police providing operational and investigative support. The investigation revealed the use of a broker-style model within the commercial transportation sector that leveraged established connections to facilitate the cross-border movement of illegal drugs, including the arrangement of drivers to knowingly transport illicit commodities within legitimate supply chains.

Multiple police services executed 18 search warrants on June 25 in Windsor, Corunna, LaSalle, Brampton and Kleinburg, two more on July 14 in Markham and Caledon, and two further warrants on July 20 in Brampton. Five of the individuals charged are from Windsor, one is from Corunna and one is from LaSalle, according to documents provided by police. OPP's provincial asset forfeiture unit is investigating any proceeds of crime offences and will help seize offense-related property.

The following items were seized:

• Around 973 kilograms of suspected cocaine.
• Around 660 kilograms of suspected methamphetamine.
• Around 49 kilograms of opium.
• Around 230 oxycodone tablets (5 milligrams).
• 17 firearms including an anti-tank rifle.
• Ammunition.
• Prohibited devices and weapons including brass knuckles and magazines.
• $80,000 Canadian and $10,000 U.S.
• One vehicle as offense-related property, high-end jewellery, money counters, 43 cell phones and six laptops.

In the Detroit area, the Macomb County Sheriff's Office said about 420 grams of cocaine, $2,291 in cash and weapons were seized after search warrants were served at two locations in Detroit. Detectives took 52-year-old Michael Campbell into custody. The search warrants were served at about 5:30 a.m. June 11 in the 5600 block of John E. Hunter Drive and the 3600 block of Vernor Avenue. The investigation was led by the Macomb County Sheriff's Enforcement Team, with assistance from Homeland Security Investigations, Michigan State Police Emergency Support and the Detroit Police Department. Campbell was arraigned on eight controlled substance charges and two weapons charges; the drug charges each carry a 20-year felony penalty and the weapons charges each a two-year felony. Bond was set at $400,000 cash or surety, and a probable cause conference is scheduled for June 30.

In New Bern, North Carolina, the Neuse River Narcotics Task Force executed a search warrant June 17 at a residence in the 300 block of Liberty Street following an ongoing narcotics investigation. Investigators recovered more than 14 grams of crack cocaine, marijuana, U.S. currency and packaging materials consistent with the sale and distribution of illegal narcotics. Steve Donnell Cox Jr., 36, was arrested and charged with possession with intent to manufacture, sell and deliver a Schedule II controlled substance, maintaining a dwelling for the sale of a controlled substance, possession of marijuana and possession of drug paraphernalia. He is being held at the Craven County Detention Center under a $75,000 secured bond. The investigation remains ongoing.

In London, Kentucky, the London Police Department said an investigation led to the arrest of 41-year-old Steven Huff. Police conducted two controlled buys and arrested him during the second. A K9 officer seized a bag of suspected methamphetamine during the arrest, and search warrants led to the recovery of a stolen gun. Huff is charged with two counts of trafficking a controlled substance (first degree, first offence), theft by unlawful taking of a firearm, theft by unlawful taking ($1,000–$10,000), first-degree burglary and possession of a handgun by a convicted felon.

In Wilmington, Delaware, members of the Drug, Organized Crime and Vice Division executed a search warrant on West 27th Street, and 36-year-old Anwar Campbell was taken into custody without incident. Officers recovered 1,064 doses of oxycodone pills, 2,065 grams of marijuana, 1.6 grams of crack cocaine, 38 doses of alprazolam pills, 9 doses of amphetamine pills, ammunition, drug packaging material and $3,749 in U.S. currency. Campbell faces multiple charges including possession of a controlled substance with intent to deliver, possession of ammunition by a person prohibited and possession of drug paraphernalia. He was committed to Howard R. Young Correctional Institution on $146,250 cash-only bail.
